The first one is called Snipping Tool. It takes all of the trouble out of the old Print Screen button. Gone are the days of copying - pasting - cropping to get a screen capture. Start Menu / All Programs / Accessories / Snipping Tool.
The second one is to do with the Quick Launch bar. You can use the Windows key + # to quickly open shorcuts located in the quick launch.
